The 皇家华人 Parish School Board Scheduled to Discuss and Vote on Levying Millage on the 2024 Assessment Roll
Baton Rouge, LA 鈥 Notice is hereby given pursuant to Article 7, Section 23(C) of the Constitution and R.S. 47:1705(B) that a public hearing of the 皇家华人 Parish School Board in 皇家华人 Parish will be held at the 皇家华人PSS Central Office Board Room, located at 1050 South Foster Drive, Baton Rouge, Louisiana, on Thursday, August 15, 2024 at 5:00 p.m. The public. hearing will be to consider levying additional or increased millage rates without further voter approval or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year鈥檚 maximum. The estimated amount of tax revenues to be collected in the next tax year from the increased millage is $224,322,831, and the amount of increase in taxes attributable to the millage increase is $12,931,945.
In addition to validating the departments encompassing the Division of Finance, which are payroll, benefits, grants, accounting, property control, and retirement, the Division of Finance monitors district-wide budgetary spending to ensure that all transactions are in line with federal and state laws. The division produces the annual budget and controls the income and expenditures throughout the district keeping a mindful eye on making sure that the taxpayer鈥檚 money is utilized to support the advancement and progression of the students within 皇家华人.
Tax Plan
The Accounting Department is one of six functional areas of the Finance Department. The goal of the Accounting Department is to provide the most efficient and high quality service to accommodate the needs of the employees and vendors of 皇家华人 while maintaining fiscal integrity in all transactions.
The Benefits Department is one of six functional areas of the Finance Department. The goal of the Benefits Department is to provide support to all employees of 皇家华人 with proper handling of processing health, dental, and vision insurance needs while maintaining compliance with generally accepted principles and all applicable laws.
The Office of Federal Programs provides technical assistance to the following grants:
To ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on state academic achievement standards and assessments.
To provide funds to increase student academic achievement by elevating teacher and principal quality through recruitment, hiring, and retention strategies and to hold local educational agencies and schools accountable for improvements in student academic achievement.
To provide funds for teaching English to English Learners (EL) and helping them to meet the state standards.
ESSA reflects the civil rights tradition of ESEA, which reflects our nation鈥檚 longstanding commitment to equity of opportunity for all students.聽 The new law has a clear goal of ensuring our education system prepares every child to graduate from high school ready to thrive in college and careers.
Newly authorized under subpart 1 of Title IV, Part A of the ESEA, the Student Support and Academic Enrichment (SSAE) program is intended to help meet these goals by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), schools, and local communities to:
聽1) provide all students with access to a well-rounded education,
聽2) improve school conditions for student learning, and聽
聽3) improve the use of technology in order to improve the academic achievement and digital literacy of all students.
To ensure that all homeless children and youth have equal access to the same free, appropriate public education as any non-homeless children and youth.
The goal of the Grants Department is to provide oversight to the grants of the 皇家华人 while maintaining compliance with generally accepted accounting principles and all applicable laws.
The goal of the Payroll Department is to provide support to all employees of 皇家华人 with proper handling of processing payroll as well as other duties necessary to insure the appropriate distribution of funds to individual employees while maintaining compliance with generally accepted principles and all applicable laws.
The goal of the Property Control Department is to provide internal control of properties owned by 皇家华人. These properties include assets valued at $5,000 or greater, as well as items deemed to have a 鈥渟treet resale value鈥 at a cost of $1,000 or greater, which are purchased or donated to the school system. While Property Control maintains control of property to insure compliance with school board policies and state laws principals, directors, and/or supervisors are directly responsible for inventories at their locations.
The goal of the Retirement Department is to fulfill requirements of the State Retirement System for certification and contribution corrections. It is also to assist employees participating in retirement with necessary information while maintaining compliance with all applicable laws.
